Draft 1. Sep 7, 2023 Image: TBD Headline: Canadian police departments deploying acoustic weapons affecting hearing and health of targeted individuals and crowds Sub heads –: ‘Transmission of hidden messages’ RCMP, Canadian enforcement agencies armed with ultra-sonic weaponry transmitting ‘hidden messages’ Authors: Jarett Dunn + Mairin Prentiss Lead: RCMP and other Canadian law enforcement agencies are actively using sound weapons on crowds and individuals, which can target listeners with sounds that only affect them. Tender documents show that multiple police agencies across the country have been using this technology since 2019. Vancouver police said they disabled one such long-range acoustic weapon in 2009 after facing criticism from the BC Civil Liberties Association. (https://www.cbc.ca/news/canada/british-columbia/vancouver-police-disable-sonic-weapon-1.853859) RCMP have used the weapon on a large number of targets in recent years, one (ranking officer) in Eastern Canada said. The officer said they typically will play voice tracks in the effort to distort a person’s sense of reality and to influence their decision-making. There are a number of technologies and several US and Canadian patents (links). Those working closely with some of this technology say law enforcement agencies can send data with different effects. The patent for the device mentions a heightened irritability or sedation as the primary effect. While it does go on to say there are other more averse side effects such as losing ranges of hearing or skin burns or lesions in extreme or inadvertent circumstances. “In another preferred embodiment of the present invention the system may incorporate transmission of hidden messages,” one patent states.
